Keltalammikki VEX – Call for Proposals
Aura River Foundation is launching the procurement for the Keltalammikki VEX project, which aims to develop a surface-covering method to control yellow fringed waterlily (keltalammikki) in the Aura River.
The project will be implemented during 2026–2027, focusing on producing a method plan and conducting practical testing in flowing waters. The final output will be an open-method manual, making the control method easy to replicate and scale for the Aura River and surrounding municipalities.

Request for Proposals
We invite proposals for producing the method plan and conducting practical testing in this two-year project. The project is based on an example from Sweden, where floating aluminum frames were covered with sun-protective fabric. The project also includes a study visit to Sweden to observe their solution.
Covers will be installed on-site in spring and removed in autumn of 2026 and 2027. The concept does not need to be fully finalized at the time of procurement; it will be developed during the project. Production, transport, installation, and removal of the covers and frames can be carried out by the contractor or a subcontractor.
Please also provide a portfolio of your expertise and suggestions for potential subcontractors.

Project Objectives
- Safety – Risks in flowing waters must be anticipated and managed.
- Effectiveness of control – Structures must withstand wind, water level, and flow variations.
- Cost-efficiency – Material solutions must be cost-effective for sufficient testing.
- Scalability – The method should be easily replicated in other areas.
- Transparency – All results will be documented in a manual for free use.
- Intellectual property – Solutions developed will remain freely available for Aura River Foundation.
- Environmental and landscape values – Structures must not harm nature or the landscape.
Evaluation of Proposals
Proposals will be evaluated primarily on overall quality, considering:
- Price
- Competence in water construction and working in flowing waters
- Competence in environmental measures
- Respect for natural and landscape values
